Dark Angel:
1. Build good char.
2. exp.
3. kill in hinkley.
4. Go touch others in NCR

falloutdude:
i did not know you needed to train to pvp i mean just shoot and hide if u are playing in turn based its even easyier.
but if you are having that much trouble make a char give him high OD go done to boneyard and kill people there usally dont get to many lvl 21s mostly mid lvls and kill them. :)
if you fight in real time then change to turn based its easyier to fight may take longer but its more tactitcal and you have more time to do stuff.

having a high OD is good for pking get to pick who you want to fight (so you dont kill the guy you just killed again) :)
