Little suggestions:

 Combat leather jacket = +1 charisma (so with beer even power build would be able to talk to npcs, with beer and mentat you should be able to do char. 5 requied quests).

 Leather armors = free fast recovery perk. If you are knock out or knock down, your armor is not so heavy as metal or kevlar, on other way, you still get bigger protection than if you are in bluesuit.

makes sense, leather jacket is the lightest armor.  Combat in description talks about it being stylish.

Small addition. What about +25 Outdoors with leather armor? Newbies can really need OD boost, you could say
due to its color the jacket has some camouflage effect.
