You dont have gather them in random encounter, you can find them in northern part of Modoc, next to the Rose´s hotel.

there are plants in Klamath at traper grounds and in Modoc nort side(the small garmen of Rose)
nice places are where the soil is grey

Find a block of desert and enter/exit it until you see one.

i have better luck in some mountainous terrain but that is close to NCR mine, have trouble getting it up around VC though.

I usually find the most fibers in my outpost base.  And my gas station base too.
Those are the best spots to find fibers.

best plan is to mind your own buisness and go level, but have a kive or a combat knive in your inventory
go simply to level your caracter and if you find something, kill all the hostiles on that map and gether the fibers
if you can't, stay over that tile and enter from time to time

between Klamath and Modoc is some desert,  there is a lot fibers, almost in every 3. encounter.
or in base if you join in some faction
