Well... I'm level 3 so...

If you need stuff, look for vs encounters, like Brotherhood of Steel vs Remnants of the Masters Army, NCR Army vs Remnants etc... After the fight is done and npcs looted what they needed, you loot the rest, its all yours.
Any level char can do this, if it's neutral/good reputation.

Agreed with Floodnik, you can be level 1 and just survive your way through long travel and lots of encounters to find BoS vs Remnants... free laser rifles or flamer most likely or if you are lucky you can get a minigun or rocket launcher ;D.
