No:

- Players aren't online 24/7.
- "Guarding" would be boring after the first five minutes.
- This would just be making NCR an unguarded town, like any other town. Guarding by players would just be abused, it would be like any other city. Just like how people abuse the "Liked/Idolized" feature to killing random players.
- Assuming in a Utopia where there would be players constantly guarding the town, limited player-reaction time would just make it so a random guy-coming-into-suicide would have more time to complete his goal.

See how it's working on Requiem server:

Funny. Every single time I've done Town Preview in Klamath on TLA, I've either seen no-one, or I've just seen dead bodies of players and piles of loot from multiple dead bodies.

And such a thing could already happen in 2238, in the multiple unguarded towns. It just has never worked out before for extended periods, and it wouldn't change this time.

Edit: Oh, you said "Requiem." (I just saw the topic http://fodev.net/forum/index.php?topic=11942, I thought you were talking about TLA ) Well, even if it's working on that server, it's only a matter of time unless the whole purpose of the server is for that reason. On 2238 it isn't centered around anything like that.

There are 3 anti-PK gang on requiem server. They are fighting each other, but I've been less PKed there than on 2238. Oh, and klamath is most of time totally safe. On TLA, there were a long time where Klamath was a safeplace too, and after that Broken Hills. Like most of anti-PK are now on requiem it's maybe not true anymore. But it's proof it can work.
