I was just looking through General, when second page, there was a Flame War about Junktown being Raided, then spawn Camped...
So how about instead of making it so it's Spawn Camp-able, you allow it to be raided, but twice as hard as BH or Redding and no reward, other then drop-in players loots....?
Another part that could be fun, is actually making it a quest....
Eg. A group (The PKers) Walk into NCR with what ever equipment there going to use, then go to the Inner City (where the cops are, in blue uniforms) and have to walk in, guns armed, and shoot there way to the sherifs office.
After inside, if they survived, they can wait for backup, at the risk of more cops spawn (eg, half there timer) or, talk to the sherif and say ''Were Raiding this town, surrendor now'' (requires -1000 Or more karma for the Town, so NCR) then combat engages, and the sherif use's a Experimental Psycho (from Pre-Wipe that made people nearly impossible to beat) and Buffout, and etc etc, and the guys have to take him out...
After the sherif is dead, EG 0 hp, he use's his last strength to go to a PA System and Alert the people of NCR that they are under a Raid....EG: ''NCR is under Raid, PLEASE Evacuate the city.'' then sets of the Towns Alerm, were all Cops/Guards are Respawned, and extra back up arvives, nearly instantly.

NO SPAWN CAMPING SHOULD BE DONE IF THIS IS ADDED, IF YOU SPAWN CAMP FOR MORE THEN 3 MINUTES, IN TOTAL, THERE WILL BE MAJOR RUSH OF GUARDS, WITH 9999 HP TO KILL YOU FOR IT.
