Upgrades for pipboy.

There should be upgrades for pipboy that you can buy/get only one from example Vault City.
Like these two from Fallout 2:

Pip Boy Medical Enhancer

Doctor +10%

Pip Boy Lingual Enhancer

Speech +10%

But maybe those skills can modified or amount can changed, if these are only single time used.
