Fridge_Man:
Outdoors is very important if you dont have cars or a group to travel with. At least 100-120 i suggest.
Weapon skills as vilaz says, the burster does not need that much sg skill, so with this build you can put more points into FA and Outd.

Well I'd like to make a one deadly shot sniper more than a fastshot.Maybe a crippler.What stats and perks would it be then?

Ok and few last questions:Can I possibly snipe with hunting rifle (scoped), just for leveling causes.And where is the best to farm exp for this kind of build?

For leveling sniper get the cheapest weapon you can. That would be 9mm mauser or a bb gun. You are leveling up on mutated molerats, the best square for me was 2 squares east of themepark.
