I think they're still available (or they were when I was leveling my main char).

If you mean these "Gain +1 Strength", "Gain +1 Agility" and so on perks, they should be in the game. These become available at level 12.

They are in the game, at least I saw them yesterday when my character leveled up.

They were imeplemented a long time ago. Their requirement is level 12 and [stat] < 10.

but actually i recommend to take LIVEGIVER at level 12 because as far as i know it works retroactively only for level you curently got.

So lvl 12 lifegiver = +40hp at level 21

Second rank lifegiver at lvl 15 means = 40 + 28hp at level 21
