Question about hit chance and Bonus rate of fire

What's the effect? For example we need 5ap to hit some parts and 6 to hit other parts (for example the Eyes and head)

Nexxos:
When shooting in the eyes, head or groin, the shot requires one additional action point.

so the other ones use same AP as the single shot ?   (with the BRoF perk)

No BRoF:
Unaimed - 5 AP(for example)
Aimed into torso, arms, legs - 6 AP
Aimed into head, eyes, groin - 7 AP
BRoF:
Unaimed - 4 AP
Torso, arms, legs - 5 AP
Head, eyes, groin - 6 AP
