I have much ideas, i will post my ideas for all city here late, maybe can help.

OskaRus:
Good ideas. You should post some more work on them or find some who will help u to bring them to more implementable form. Like quest dialogues maps or scripts....

Signorini:
Now i will talk about what im think to Reno, in there you will can start with citzen too, and after few quest you will can join to Mordinos, Salvatore, Bishop our Writte ( I think is it):
With Mordino:
- The quest will be:
         - Take resources to make jet.
         - Delivery jet to the drug dealers in other citys, like Reding, Den, etc.
         - Defend stables and others Mordinos territory.
         - Take territory from the others families. 
         - Kill NPC´s, like doctor are try treat the addicts.
         - Kill everbody is versus Mordinos.
- Rewards
        - Some gangs no more will attack you, like Mobsters, Yakusas.
        - You will recive a security room in Desperato to use. 
        - You will have a discount and special weapons from reno merchants.
        - You will can recruit Mordino´s mens to help you.

With Bishop (Raiders):
- The quest will be:
         - Hunting caravans.
         - Take territory from the others families.
         - Kill NPC for govermant of VC and NCR.
         - Kill everbody is versus Bishop.
- Rewards
        - Some gangs no more will atack you, like Raiders, Rougues.
        - You will recive a security room in Bishop Cassino to use. 
        - You will have a discount and special weapons from reno merchants.
        - You will can recruit Bishop´s mens to help you.
        - All carry you rob for caravans of players, you can sell to merchants.

With Salvatore:
- The quest will be:
         - Caravans to VC, go with a carry of money and take a carry of medical itens, and to Navarro, go with a carry of medical intes and take a carry of EW weapons.
         - Take territory from the others families.
         - intimidate madicals in VC.
         - Kill everbody is versus Salvatore.
- Rewards
        - Some gangs no more will atack you.
        - You will recive a security room in salvatore´s Bar to use. 
        - You will have a discount and special weapons from reno merchants.
        - You will can recruit Salvatore´s mens to help you.
        - You can request a supply of EW.
        - In high lvls can make quests to avaible to buy some rares EW, it for much money.

With Writte:
- The quest will be:
         - Take resources to make boze and other drugs, like beer nuka-cola.
         - Infilter with alcoholic beverages and boze in VC.
         - Delivery to the bars in other citys, like NCR, Den, Kalamath and others.
         - Defend Sierra Base and others Mordinos territory.
         - Take territory from the others families.   
         - Kill everbody is versus Writte Family.
- Rewards
        - Some gangs no more will attack you.
        - You will recive a security room in Writte house to use. 
        - You will have a discount and special weapons from reno merchants.
        - You will can recruit Writte´s mens to help you.


Obs: I need more ideas to quests and rewards, im waiting sugestions.

Good. I already made 16 quests for Reno (8 for Salvatores, 8 for Bishops) and have detailed plans for the 16 others (Mordinos, Wrights). However some of these quests need to be deleted... So extra-ideas are coming handy!
