look through the mountainous terrain or squares. whereabouts are you looking anyway (whats the nearest town?)??

Try SE from the BoS bunker. Or Klamaths hunting ground.

actually i kinda hope you can only find them in certain areas......supply and demand and all that....

klamath hunting ground and modoc near hotel, you will find fiber plants all the time in there :> As you live in vault city modoc is really close to you :>

They are also near NCR. If I need to gather some fibers I just go to the random place next to NCR zone and keep entering and leaving map until I find them.
