Anyway to increase SPECIAL?

Since I plan to for my profession to be  Energy Expert, I need to have 9 intelligence. I only have 7. Is there any way to increase it? Outside of mentats?

Only mentats and perk that increases any SPECIAL on 1.

Taking perk just to get profession is a waste. Better use Mentants - my flamer-semi-ape with 1 CH and 7 IN after Mentants could get Doctor 3rd level profession.

Mentats will serve u best Sprained, as u need the 9 INT only to get the profession, which takes like 2 minutes.
To craft doc3 items you dont need the 9 INT anymore, and 7 INT will be ok.
