claiming leadership

my rep is 8 and I am an important member.
do I need a higher rep?

i had a weird thing happen to me to when i tryed to claim leader ship it said nothing about claiming leadership in misc but then i lowerd everyones rep as much as i could and went there and it was there maybe that will help maybes it a bug who knows.

there's only a few people with higher rep than me anyway.
