I think they're still available (or they were when I was leveling my main char).

I don't think I saw them..

Opera:
If you mean these "Gain +1 Strength", "Gain +1 Agility" and so on perks, they should be in the game. These become available at level 12.

They are in the game, at least I saw them yesterday when my character leveled up.
