it cant be though. ive seen people rob the igauna guy in NCR plenty of times, ive even seen his inventory completely empty. the whole thing is that a merchant no matter how good your barter is isnt going to sell stuff at a loss to you, cause then you could just turn around and sell it right back for profit. so the bottom line is having an empty merchant should never happen but it appears merchants are getting robbed blind.

I dont see how a broken set of pa is going to 'break' the economoy, what economoy? As soon as encounter looting was re established player economoy is near 0 but i can see another problem, whine. You give one player a skin/pa etc then everyplayer reporting a small bug will expect some reward.

btw you cant steal from merchants, the iguana bits guy is a different case. People are clearing out the inventorys with high barter charcters and shit items is common.

Im not sure why your quoted me talking about broken pa, by the way im not even sure what pa is supposed to mean. as for clearing out merchants I dont see how its possible for a merchant to have nothing. especially the iguana guy, the only thing i could think of is if guard item deletion affects merchant NPC's too, which if it does is another reason to get rid of item deletion because it would be breaking the economy more, another thing that kind of bothers me is that you assume im for rewarding the player for finding bugs, this is not the case. I think thats a horrible idea and I dont support it, ive reported about 10 bugs myself and the only thing i want in return is for the bugs to be fixed.
Oh and when you say the iguana guy is a different case what do you mean? have you tested stealing on him?

Omg.. Explanation is simple. A killed merchant after his resp has his inventory wiped out. There's no magic and nothing more ;)

I wonder, will someone report a bug, which could bring him tons of caps and XP, if he knows that he will gain NOTHING for himself but a exploit-free game from reporting it?
He will keep it in secret.
Except of course he uses this exploit to its full extent first.

How XP points as reward to a certain account? It will perish at the next wipe anyway.
