How many people do you need in your party to get a base?

Is it based on charisma? Or is it a set amount?

On the same topic but unrelated, is it possible to make a tent shared between two party members, or do you have to always follow your friend to his tent?

I think you need 3 people to buy a base.

I don't know about charisma.

Yes, it's possible to have a shared tent, just take a party member and make your tent as usual with your friend next to you (on the same map).

Yup, you need 3 people with you and atleast 30k i think. Then just talk to a base selling NPC.

Still, I haven't tried it without mentats, but, i've a base bought by 1CH character. But, with 1CH it may be difficult to take your comrades to the outpost
