Lower PE prerequiste for Explosives profession

The only real use this profession has at the moment is crafting grenades, and throwing is a skill which does not require PE at all. Having such insanely high PE requirement severely limits what kind of build you can use them with as 7 wasted skill points is a lot.

But still
1) you need high PE for shooting
2) it would be unrrealistic if somebody with low PE tried to make an EXPLOSIVE device and didn't >> KABOOOOM <<..

One crossed wire, one wayward pinch of potassium chloride, one errant TWITCH, and KABLOOEY!

I do however think that the stat requirements for professions are overkill. Having to have -basic- values in these is one thing, but needing significantly above average just ensures everyone has a 'craft-alt' which jumps through all these extra hoops, and their main which is the build they want.

It should be based on science alone, traps are a wasted skill and perception isn't really related to bomb making.
