so new players need to make new chars when they get radiated?

of course some people will think that itll make radaways useless, but keeping radiation after death just to make radawys useful... WOW... just wow

Just take a handfull of caps (700 if I remember correctly) and go to a doctor, like in nearly each town. They will make your radiation go *poof*.

Well, right now it just depends on your level. The cost should depend on the amount of Rads you need taken away (and HP gained). Right now, if you are level 21, it always costs over 1000 caps, even if you have literally 1 rad, which is just a waste unless you just re-spawned with almost full radiation.
Also, RadAway should be more abundant, I agree. Also, having to be a part of VC to craft it makes you at a disadvantage, but hopefully that won't be an issue when NPC faction features are implemented.
But to your suggested way, that would just take us back a step, and there should still be consequences. Hopefully devs plan to implement more features that involve radiation, besides just kill-robot places like Glow (mining site near glow anyone?)
