No Small Guns user needs more than 5 STR. And with Luck 1 you can't get thoughness.

Toughness is mean to be more like fighters and how like be in battles.

Frankie, there a traders that will talk to 1 charisma chars too, for example gordons gas station, the 2 chinese traders in frisco,
some traders at boneyard, all traders at gecko, Bonnie and the "skum pitt" bartender in junktown... and so on ;)

I am very happy with my SG crafter/burster build i use this season, it looks like this:

4 ST
6 PE
8 EN
1 CH
6 INT
10 AG
6 LK

Traits i took fast shot and small frame, perks toughness and livegiver, bonus ranged damage 2 times and bonus rate of fire.
Other perks you can choose free, i would suggest 2x Action boy or 2x more crits, but its possible to get one ratpack for example,
 to make him an even better crafter/miner and drop some combat ability.

I skilled sg to 161, FA and doc to 60, Science to 100 to make HQ alloys, OD to 80 and repair to 120. You could drop some FA and doc here
and add more points to repair if you want to repair everything yourself.

To get the SG profession lv 3 you will need a mentat and a buffout to boost your stats when you talk to the trainer.
But you dont need to boost them again to craft sg3 stuff later, only needed to get the profession.

This char is a real crafter badass, as he can shoot up to 6 single shots per turn with the P90c, or burst 3 times (on lv21 with 2xaction boy perk option)
With this char you can hunt down every group easily on your own, except enclave and brotherhood maybe ;)
You will be able to defend yourself pretty good during mine trips with a cheap smg, and you can craft and repair the stuff you need yourself.
