If you may buy books that help you to increase a skill (max 100 like old fallout 1, repair , science, first aid, small gun, outdoor) you will encounter more easily some profession requirements and hopefully you would use less alt (and some flexibility will be added to game)

Giving to any player the chance of decent outdoor will make probably pk await for longer if they camping near a city

I think it is not possible.

We gone see powerbuilds made with books. People will gather books, give it all to 1lvl not exped fighter alt. Mad him use it all and increase skills to it's maximum (You said 100%) and then exp it up to the 21 level. Can You imagine such tank?

He said to 100% of 300% :P
Not all - in F1 and F2 it was to 100% maximum.
If you will read more than 100 books - you will get perk - Book Mole - which will give you 1 Int more ;D

In F2 it was to 91% unless you made some tricks with IN

Reading books that permanently increasing your skills can be possible only by characters who reached 21st level and has 0 skill points left avaible.
Each next book will require more and more XP above max., and will increase skills max to ~100%.
So, for example, if you reached 21st level with 210'000 XP, you'll need to have like 231'000 XP (like you need next level) to read 1st book which will add few % to SG or repair or science or outdoorsman or FA or whatever books exist, later it'll require more and more XP to read next book.
So ideally with some billions XP your character will have 100% SG skill (if it's not his combat skill), 100% repair and science, 100% outdoorsman and 100% FA.
I don't think it's so imba, also you'll need really much XP to get all these skills to 100% if you haven't any of them high already.
Mostly it'll help 21st level powerbuilds craft some tier0 crap and move on world map a bit better than with ~30% outdoorsman.

oh a big gun tank with many action point , 250 hit (low strenght and weapon handling) or the same person with 95 in science and outdoor (oh yay this is unbalanced, for me it is only a chance for a player of have no alt crafter fighter but using directly the fighter for craft)

for the small gunner sniper, with the gunnrunners quest you usually get your small gun to 60 - 62, with books you get 40 point more ( 20 points because you have it tagged so it is less than a +1 int, but all the player base will have more flexibility, it don t seem to me so unbalanced, it help people with less time to have useful char or to correct error they have done in creating the char.

To be honest tank char is given from the stat (end 8 buffout or directly 10) and weapon skill 240 (weapon skill 130 and 300 hide for sneakers) and perk like lifegiver brof weapon handling , stonewall

a 95 science or outdoor will not help the pure fighter, it will help the crafter to become more a fighter.
