If you realy need it, make it more simple, something like:

Nick change to THIEF if someone rob You - then You (other players) have 5min to kill him.
Nick change to MURDER if someone kill other Player in all none TC towns - players have 1hour to punish him.

During THIEF/MURDER player wont get help from quards.

Everything will stay like it is now (karma system, etc), just this simple update.
