Big Guns Smith 1?

I just get the Big guns lvl 1 from Jacob at Hub - 7ST, 6AG, 70% Big guns, 70% Repair, 60% Science.
He seems to teach lvl 2 too, right? I just don't meet requirements at the moment, so probably later I will visit him (just hoping he doesn't teach only lvl 1).

Alright I think I found the problem I have a mere 4 agility. I'll try it again with a buffout tommorow. but i'm rather sure that it will solve the problem
