Low level guns aren't worth using at all, I don't see why you'd add more. Just make a pistol.

when u start a game and  dont have friends who will give u weapons, armors things like pipe rifle is damn treasure i agree with idea for zip and lower req for things like pipe rifle etc they are shity and only low lvl newbie use it to shot rats, scorpions when grab it

as for weapon shoting with trash in fallout 3 was one called Rock-It Launcher and that what i liked in that game was possibility of create totaly home made weapons like dart gun, Bottlecap Mine, Deathclaw Gauntlet and some others what was funny and usefull. On other hand what is strange to me in fallout univrse are no bows or crossbows as bow is damn cheap easy to make and one of most primal (and quite efective) human weapons
