Question about NPC

So I was out leveling and I enter a map with the NCR Army and mole rats. I have no negative karma with them. I kill some mole rats and out of no where one of the guards shoots me. I was behind them the mole rats were in front of them. I did not shoot any of the guards, fact. Why did they turn on me and kill my character?

Vindict:
I see two explanations: either you missed a rat and shot one of the guards or you were standing too close

The standing too close seems to be it (I only fired two shots and hit both rats) but this is the first time they have shot me while in TB most of the time they do that when it's in RT.
