Keep getting killed by NRC guard at workbench

Hi guys,
could someone tell me what im doing wrong.

Can i have in offhand a gun?
Can i have a hammer for mining in mainhand?

I get killed several times by exactly only these guards and i do feel manytimes without any reason...

Lexx:
Don't put any weapons in your active weapon slot, while running around in the inside of NCR. It's not allowed and the guards should tell this too, if I remember correct.

BFG9000:
Good.

I can confirm i get killed with Healing powder by these guards at workbench when 10mm in offhand.

Lexx:
Maybe it was the healing powder. We have to check if it's flagged as illegal drug.

BFG9000:
He was shouting at me with Stimpack in hand. HoHo =) im pretty sure it was on me because they really like to shoot on innocent thigns =)
