Is it intentional that the rats in vault 13 & 15 must be fought in real time and that they do 20++!?! damage.

Yes, all fixed locations are real-time.

Swinglinered:
Decoy them with jerky.

Even more fun to cluster some jerky then throw a grenade when they go for the bait.

Jerky is supposed to work on dogs, too.
