Military Camp wat it is for ? what it does ?

There could be a jail for thiefs or a work camp :)

Or as I said earlier, a "Boot" camp for newbies, or an opendoor area.

Or a natural home for any NCR faction :P

I like the bootcamp idea.  Not that new characters should necessarily spawn there, but if you go there and are lower than level 3, it'd be great to have a few starter quests.  The game kind of needs a noob zone, to help with new player retention.  Also, at the very beginning maps, the caravan driver or whatever could say he's heard that the NCR army reserves was recruiting, or something to that effect.

I agree with the Green Hand ....not becuase I am a 'biased and paid' member of his faction...but NO! becuase it is a very good idea to aid new players some here...*drops two cents*
