Maybe too radical, but worth considering:
Stop developing Hinkley and open up the closed beta test server.
Player should spawn (on char creation or after death) on an instanced map which contains everything he would ever need (all weapons, armor...) + gain experience book, so he can leave as lvl 21 straight away.
Purpose of this:
1. combat balancing
2. more time for devs to develop real 2238 features
3. fun for PvP addicts
4. something to do while waiting for cooldowns on 2238 main server

capture the flag mode (maybe power armor like an item)

Yeah! Great idea. And make the terminal say "insert coin, press continue". I am for this.
