ap in hinkley with brdx2 gets me 50 damage against CA which is pretty pathetic. Also it should have higher damage as tier 3 than a tier 2 gun.

You honestly think that 50 damage is decent? That's 1/4 to 1/5th of the targets hp. Even if you get off 2 shots it still sucks and you will die from plasma/rl.
