can i make a suggestion how it could look , simple and quick to fix
5-7.5 (depending on the town level) gang took over city
10 gang can buy half militia
20 max influence and max militia
form 10-20 every 2 inf point gang can buy another 10% of militia
when gang took over city, automatically resets the level of other gangs inf
