A city where the newcomers are welcome

All we know that the game is very very very hard,especially for the new players,so why don't make a little city where the new arrivals can play and do some level up?
The players between level 0-3 can stay there and learn something about game,without the treath of PK,thieves and other crap.

It's a good idea and surely someone will have already proposed it,so,why don't do this?

with a small feature where when someone press 3 on character, nothing happens (just like admins or NCR guards have that ability), and unable to shoot either. id say yes... newcomers gotta have a chance... but there should be an option "go through tutorial" or "skip the tutorial"... etc.

If they want to skip tutorial they can leave  the city  :)

The gm can put a gate,so hight level players can't enter  :)

Is a good idea, is good if have some quest´s in there teaching the players to take resoucers, craft and combat. And when the player go out from the city, he will can modify him build.

Yeah,like fallout 3 and NV.

And if someone want to fight he can go in an arena or talk to a special guide,the guide can take him to a cave with some enemies and some levels.

At first level could be rats.

At second lvl could be pigrats

At third lvl coul be molerats

And at fourth level could be radscorpions! ;D

No no,when the player have lvl 3 must go out to the city.

The levels with the rats,pigrats etc...are the cave levels  ;D

Maybe it should be simply a Vault where your start, learn, do some fights, then get out after lvl 3 and never come back.
It's even very related to every chapter of the Fallout saga, where the "Vaults" are something like a training camp for the player  :)

Your idea is nice, it reminds me of "Cove City" in Ultima Online, also know as "Newbie town"

If anything like this suggestion happens, Ombra's vault idea is probably the best as a location, since you can say it is a secluded area that outsiders wouldn't know about.

The vault sounds good but I would prefer a simple nomad tribe who leaves at a place similar to Arrayo which could be left by the player if he speak to the bridge keeper. The place could have some quests a hunting ground (trees and flint) a cave filled with rats and there would be a traveling merchant too who would sell some low level guns like pipe rifle and would have some materials like iron and mineral. The player could shovel shit at a brahmin pen.
The merchant would be there to give some info about the game could be changed to another character like an old blind man who lives with the tribe or could be one of the tribesman who gives info. The thing should be that a player can stay there as long he don't attack the tribe and other players or if he choose to leave.
Each tribe should have place for 10 player more would be too much for such a small location.

What's the point of limited number of players ?

It could be a starting point for newcomers who want to seek for teammate...
