like in FoT, a burst can randomly cripple a limb, this way bursters will be more usefull

Well, not really "burst" but unaimed shot could be able to cripple yeah, good idea.

also explosions too, i mean is imposible to hae all your limbs atached if you where hit by a rocket, surviving a rocket is hard allready
