 Technical note:

 Because you are trying do some serious thing, i noticed that your treaty miss one serious part:

 How you will solve and who will solve disputes if treaty would be violated, or if it would looks like the treaty was violated. Because all gangs are sovereing in their behaviour, the only one solution is to create some kind of committee, that will investigate all violations. In this case, the result of this comittee could be statement with recomendation power. I do not expect nothing more :)

 My suggestion looks like useless, until you realize, that you want to hold this agreement alive, between 2 major enemy blocks in the wasteland.

 Other (current) aproach is equal to calm before the (troll) storm.

Redding project is the only goal of the agency to the end of the session. All we can do to have Redding save will be do. Remember the strike you did last two day on the town of this project, watch all the work we do and the time and you waste it for some basic instinct.
